Data Privacy

CCTS-Logger is an essential application in the fight against COVID-19. Through this app’s features and capabilities, the Government can conduct contact tracing of people who entered public establishments with ease. Thus, the Government’s response in this time of pandemic is faster and more timely, keeping South Cotabateños safe.

CCTS-Logger is a project of the Provincial Government of South Cotabato (PGSC). The PGSC Information and Communications Technology Office is the developer of the app as the Data Processor and the Integrated Provincial Health Office - Provincial Epidemiology Surveillance Unit (IPHO-PESU) is the Data Controller.

Any reference to “WE” or “OUR” means the CCTS-Logger application and/or the Provincial Government of South Cotabato.

The purpose of this Privacy Statement is to explain what information we gather, process, and distribute; why we do it; and what rights you hold with regards to your information. Your information is processed in accordance with Republic Act No. 10173 (the “Data Privacy Act”).

We may make amendments to this Privacy Statement occasionally. If any changes will require consent from the citizens, we will inform you of any changes made and request your consent beforehand. If consent is not necessary, they will immediately be made effective.

WHAT INFORMATION WE COLLECT

Through the SCCTS Data Collection Form, we collect your complete name, complete address, contact number, gender and birthdate. The information is then stored in the application’s database. We do not store any information about your health condition or COVID status.

When you use the CCTS-Logger mobile app, the following information may also be obtained:

  • If camera is enabled, your assigned QR code will be scanned at public establishments.

  • The establishment you checked into, the date and time of checking in will then be stored in the application’s database.

WHY YOUR INFORMATION IS GATHERED

  • Your location, when enabled by you, is collected to facilitate the [whoever conducts contact tracing] in quicker contact tracing.

  • We assure you that CCTS-Logger works as intended and you will be able to use your mobile device securely and safely. Ensure that CCTS-Logger works as it should and you are able to browse safely and securely. In the event of any data or security breach, you and the National Privacy Commission will be informed right away.

HOW YOUR INFORMATION IS USED, DISTRIBUTED, AND SAVED

The IPHO-PESU will have access to the app’s stored movement history (what public establishments they entered on what dates and times) of confirmed COVID-19 cases. They will then check who else entered which public establishments in relation to the movement of confirmed COVID-19 cases. This is done to conduct contact tracing of suspected and probable COVID-19 cases This information is compiled outside of the application, which does not store any health information about the status of COVID-19 cases. In submitting your information, we comply with RA 11332’s requirement that this shall only be done by the DOH and its authorized personnel.

Only authorized personnel of CCTS-Logger and DOH has access to your information. The third-party provider of our data centers, does not have access to information that will enable your identification as they only process data according to our instructions based on their privacy statement.

Your information will only be kept for 60 days at maximum unless you will request the deletion of your information. If requested, this information will be deleted securely. But if keeping your information will be required by law, we will do so.

HOW YOUR INFORMATION IS SECURED

In order to prevent the misuse, destruction, alteration, or loss of your data, we implement the appropriate security measures that cover our organization and the equipment used. Google Cloud, the third-party provider of our data centers, does not give any unauthorized government entity any backdoor access to servers storing your data. They adhere to recognized international security and privacy standards which are validated by independent authors.

Even though there is no full guarantee that the information sent through the Internet is completely safe, your information is secured through security controls such as encryption and firewall.
